Still, it's an action game with RPG elements, but not an RPG.
It's the old "Sports Games as RPGs due to stats" argument.
I wrote a whole article on this for www.thejadedgamer.net that I should probably fish out for you folks.
Tony Hawk is a Sports Title so the stats are expected, but the fact that you have to work your ass off for those stat bumps give it a bit of an experience twist that adds the RPG element.
It's tricky.
