Obviously, the parents are, indeed, entitled to the use of that money. But the formality of asking for something that has, technically, been given to him, and not them, is somewhat important. Not vital, but important. In short, they have a right to cut him out of the process, because they certainly have the right to override him if he does not want to give up the cash, but the nicest way to go about it would be to give him the chance to make the mature decision.
