: No. He built and maintained the Matrix. The Deus Ex Machina (giant robot Neo saw at the end of the film) controlled the machines. The Architect merely kept the Matrix code from breaking down by maintaining all possible variables. However, because of the collection of variables, a remainder in the Matrix's equation was left over. This remainder is Neo.
