You're fooling yourself if you genuinely believe that you can hate homosexual behavior but not homosexuals.
I realize that wasn't, exactly, what you said, but is, exactly, what Senator Rick Santorum (among others) says in response to things like this, and it's exactly what you mean. "I don't have a problem with gay people, I just think there are limits to their equality" is what you're saying.

No, but the idea that the government specifically isn't allowed to persecute against any set of religious beliefs *does* mean that the government has to recognize them.
