: What does it really mean?

-It actually makes more sense if you add one word. "A stitch in time saves nine STITCHES". Meaning if you mend a piece of clothing or whatever at the first sign of wear, it will save you from doing nine times the work caused by waiting.

Is there sewing actually involved? Does it try to convey something about quickly dealing with situations? What does a horseshoe do? Are there any horse socks? Is anyone listening to me?

-Nice Billy Madison reference!
