If you were a car dealer and you were trying to sell a car to a nice, happy couple who - though they'll probably have sex in the back seat, mess up the leather cushions, play the radio too loud, and break the window mechanism on at least two of the doors - are offering only slightly less than the asking price and are willing to negotiate before going to another dealer. Then, some jackass who walks into the dealership drunk, claimed to the couple that he already had dibs on the car even though he'd never been in the dealership before, and who looked like he'd most likely drive wrecklessly and get into several crashes - considering his current car wasn't in any good shape, either - offers a substantial amount of money for the car. Being a businessman, you'd probably sell it to him, because - even though he looks rough and obviously can't drive - he's got the cash. However, on a moral level, you just can't overlook the couple's offer. As a third option, you could sell it to neither of them, and some other dealer who works there will come up and sell it to the drunkard, then - a few months later - you learn that the man who bought the car crashed it into a minivan, killing two small children and injuring their mother, while he walked away unscathed, his own car completely totalled.

Really, think about the analogy. It's better to vote someone in that you don't really like than to NOT vote someone out who you hate.
