Because there, it was rich white kids buying from old white hippies who never left their college town. I've never smoked so much locally-grown in my entire life. It was NICE, too - we used to call it TCKB. Thompkins County Kind Bud.
I never got arrested in Albany for having or buying weed. But I've always been very careful. I did worry on occasion, when people from up there wanted me to pick up while I was visiting NJ, but nothing ever actually happened, thankfully. We did have the cops come to our house in Ithaca a few times, though. The first time I wasn't there; my housemates had forgotten their key, so they climbed in using the fire escape. Some neighbor called the cops, and they came. Unfortunately, my housemates had smoked a bowl immediately upon their return to the house. The cops smelled it, and said that if they gave up what they had, they wouldn't charge them with anything. So they gave them a baby food jar with a single nug in it, and the cops went merrily on their way.
Of course, we had almost an ounce in the house, but they didn't need to know that, now did they?
The other time... well, that was sucky, but it didn't have anything to do with me. It had to do with this synthetic opium that our pot dealer had been selling. Apparently the moron kept a book with names and dates. So they came after one of my housemates. They took him in, talked to him. He admitted that he smokes pot, but denied the opium (a lie, but whatever). When another cop came in and started grilling him with the same questions, the first cop said, "Don't worry about it, he just likes to smoke his weed."
They let him go, no charge.

However, when my friends got caught hiking closed frozen trails in a park, they had to go to court.
Crazy world.
