There is a good chance that it's the hair that's been dyed, not the eyebrows.
Sometimes women just have naturally dark eyebrows that they don't wish to dye the same colour as their hair because it tends to look very strange. I have always had blonde hair and dark eyebrows. Trust me, if I dyed them to match my hair, it would look very wierd.
