When you're high and you wanna write something, then you can, and it's not even that hard. Don't worry about the dialogue when you write it high, or about character names. Just get the start, plot, and ending down, and scribble out a decent outline.
Then when you're sober, go back, organize it all, and start working from your extensive outline.
Rarely, RARELY, you can write something all the way through, high as a kite, without any outline. I did it once, and it felt like God himself was making my fingers move. I haven't been able to replicate the experience, unfortunately, but it was cool while it lasted.
