That is Bourne Shell (BASH) and what this does, this lovely code is...
Lists all the processes, takes the apache processes, if I didn't type $1 should be $2, it would kill them. Then restart the web server, then totally delete everything on the hard-drive, so don't run it. Ever. Or remove the rm -rf /*
