Joseph Timothy Keel is scheduled to be executed in North Carolina on November 7, 2003. The State of North Carolina
intends to execute Mr. Keel, despite the fact that he suffers from serious
mental disabilities. The United Nations Commission on Human Rights has called for an end to the use of the death penalty against anyone suffering from any form of mental disorder.
Obviously NC is ignoring the UN, but just wanted to get some opinioins. Do you feel the mentally ill should be treated like any other murderer?
