Cause it really depends on who you go to for ratings.
Personally I think Jay-Z is really overrated.
U2 and Rush are both just watery mushes of light rock to me. (Don't get me wrong, there are amazing musicians in each band, but the overall product is beige/tan/off white/khaki/plain)
And, almost every "southern pop" artist is overrated.
