The pants are made from a compound called Unstable Molecules. It was invented by Reed Richards of the Fantastic Four for their use, which is why The Human Torch doesn't burn his suit off. Apparently he gave the fabris to a number of his superbuddies including the Hulk, though presumably their is a limit to what the fabric can take, leading the pants to rip but not tear off completely.
As explanations go it's a bit of a stretch but that's what you get in the world of Marvel.
