Open your phone book.

Make a few appointments at local shops.

Go at your scheduled time and talk with some of the artists there. Most upper-scale tattoo parlors have an artist on-staff who specializes specifically in tribal and celtic designs. Tell them what you want. If they sound like they know what they're talking about and their portfolio has good work in it, have them draw something up based on what you want. If you like it, get it done.

If you bring in a picture printed off the net, chances are it's already the work of another artist, and the guy/gal you want to do yours will be insulted. They're artists just like any other, and they hate to plagiarize and color inside the lines of someone else's drawings.
