i understand the mentality, but having any religious imagery in a place of 'state' seems to run contrary to this intent.

which is sorta what i was saying, they are showing favoritism. there's no reason to select one denomination's god. although, i guess maybe the ten commandments are also showing favoritism to the jewish god we christians borrowed.

: Would you go to a judge who had part of the Khoran(sp??) displayed behind him or one with no religious display at all?

it wouldnt matter to me at all, as long as i knew i was being judged based on the law of the country i am in, as opposed to the law of the religious text he/she adheres to.
