You'll want a DV or Mini-DV cam. Something with three CCD's. About the cheapest for a good quality camera like this is around $2,000. The Canon GL2 is perfect for what you need and it's at that price. If you want an excellent prosumer camera, the Canon XL1S. It's in the $4,000 area though.

The Canon MV600i is a good Mini-DV cam, but only has one 800k CCD. The quality isn't going to be that good and it'll be lower quality than nearly all things submitted to festivals.

Of course I'm only familiar with NTSC cameras and prices. They might be different for PAL.
