Bond films are visually spectacular, and with all due respect to Kevin, I don't think he's the kind of director who could carry it off. Hell, maybe he could - but it'd be a pretty massive jump from the kind of films he's been doing so far.
As for writing the film, the whole problem with the current shiteness of the films started when Richard Maibaum (the original screenwriter) died. It was around this time that they ran out of original Ian Fleming stories to base the films on. Couple that with the sickeningly PC direction the current films have taken, and it's a recipe for disaster.
Personally, if Kevin wanted to write a spy film, he should do it on his own terms - and without the expectations of millions of Bond fans on his shoulders. I wouldn't be happy with dick and fart jokes or gay innuendo in a Bond film because I don't think that's what the whole series is about - sure, there's plenty of subtle innuendo, but nothing too overt.
Actually, it'll be interesting to see what Kevin makes out of Fletch Won - a PI isn't a spy, but I'm sure there are enough similarities to be able to weave some spy-type stuff in if he feels like it.
