One of the major reasons to go into Iraq was to allow this country to become a viable democracy. The single greatest underpinning of a viable federal democracy is respect for the rule of law. We're trying to develop the idea that an agreed-upon government is valid and proper because it is made up of laws developed by consensus, not because it is brutal and stronger than you. Everyone, not just "they," understand heads on stakes, but real countries don't use it as a legal tactic.
