I wouldn't be too hard on yourself.
Speaking as some one who has been in a similar situation as your brother...you tend to drive away the people closest to you. Not just with your behaviour but also with your attitude towards them.
It becomes difficult to help some one who doesn't really want the help. And is not truly interested in making a change.
As long as you are there for him whenm he comes to you and really wants help, then you have dsone the right thing.
It is obvious to me that you care for him, and that is admirable.
