***he was being set up so that he didn't find out that it was flawed. The files covering the death of the pre-cogs mother dying were erased by the creator of the system. If the situation was set so that he would kill someone, who essentially was an innocent, the pre-cogs would recognize that as a murder. And the pre-meditated part comes in because it was planned, although not by him.
