The Terminator that was sent back in #3 (Ah-nuld) was a T-800 sent to kill John Connor in the future (which it did). It was sent as a cheap trick because that was the model Connor knew as his 'father' in part 2. The machines (in the future) were playing to his emotions & it worked. Connor was killed, BUT the T-800 was captured & reprogrammed by the good guys. This was the one that was sent back to protect John Connor of the present also because of his connection to the one in part 2.

Only living tissue can be passed through the time portal. Terminators are machines, yes, but are surrounded by living tissue. This is how they come back in time.
