Bla bla bla... those people aren't rewarded for their bad behavior, they are rewarded for their notoriety. Notriety, hype whatever is fleeting and very valuable, AND expensive.
Few people have the notoriety Lewinsky has. And the people that have it, are qualified people that will charge a lot and put conditions for the use of it. Obviously the network will go with the unqualified and cheaper person with the same amount of "fame". Sort of like hiring illegal workers that will work more and get paid less.
