Sarcasm isn't well-expressed when it's written down, most of the time. When I read, the tone I "hear" is my best guess at the tone the author had in mind. When an author is being sarcastic, the language has to usually be way over the top. When someone speaks sarcastically, I can use body language and voice intination, among other cues, to determine if what is being said is sarcastic.
And sometimes, people just don't know how to express themselves clearly.
