because it didn't meet the eligibility requirements. Foreign film requirements are that it must have been released in it's country between November 1, 2001 and October 31, 2002. Y T Mama Tambien was released in Mexico on June 8, 2001. It does meet the Screenplay requirements because it was release in the US during the previous period.
