: because it didn't meet the eligibility requirements. Foreign film requirements are that it must have been released in it's country between November 1, 2001 and October 31, 2002. Y T Mama Tambien was released in Mexico on June 8, 2001. It does meet the Screenplay requirements because it was release in the US during the previous period.

According to Mexico, they didn't want to put it up because they didn't like the rampant sex. (of course, they chose 'The Crimes of Father Viejo' or whatever it's called...) Spain, I believe it was, also chose not to submit the Pedro Almodavar film as best foreign.
