It does, but it costs money and is only available in stores and newsstands, while it's free in NYC and is available in other places, including in little red boxes on street corners. I think there was a brief period some years back when Long Island didn't get it at all.

I doubt it. The Voice is well-known, but not so well-known that I'd expect every single person in the New York area to have heard of it. Some people are just oblivious to a lot of what's around them, I guess.
