I just saw an advert yesterday for an upcoming Region 2 disc of Tenebrae from Anchor Bay, which said the movie was uncut.
Although that could just mean that all of the violence and gore that had previously been censored by the BBFC has been replaced, as opposed to including the missing footage that you mention above.
