Well official VCDs are properly pressed manufactured discs (and should work in 99% of DVD players, its part of the standard) but home-burnt "VCD"s are completely different as they are just "burned" in a PC or whatever.
A DVD player manufacturer can state in an advert that it plays VCDs, but they are under no obligation for it to be able to play CD-R VCDs as its essentially completely different, its just that most people think of VCDs as home produced (often pirated movies) when infact a VCD is an official standard format (and hugely popular in the Far East, Star Wars is available on official VCD over that side of the world)
