Plus, after years of fighting, the entire GI Joe force only killed about 2 members of cobra. No matter how many tanks or helicopters they blew up, cobra forces would jump out or parachute out.
And they would always have to face some sort of new solar powerd ion laser missle and no one would be able to decide anything until Duke came and sorted it out. And that was always a problem because he was off giving tips to kids on not jumping off cliffs or playing with fire.
