Question about comic book properties

Hi Kevin (or just about anyone who could answer this question will do just fine),

I was wondering that if a writer were to write a script using a comic book property, what are the legalities involved, particularly if one is trying to get the script sold? I have, as a pet project, began working on a script for television based on a comic book series. While its been a little bit of indulgence, I just wondered what would happened if I ever wanted to try and sell the thing. If anyone can give me an idea, it would be much appreciated.

Incidently, Kevin, might I just say that I love your movies and that Mallrats is my particular favourite. I have alot of arguments with my husband who thinks that Dogma is the best. The police were called. Anyway, I hope you keep making great movies and pray that someone would actually let you take a shot a Green Arrow movie.
