Do you mean they seem to have none in R & G are Dead by Stoppard, or in Hamlet? If it is the later, I beg to differ. In Hamlet, they are summoned by Claudius to spy on Hamlet and have a very definate and somewhat sinister agenda: selling out their "friend" to the king.
