It looked like it was shot on a personal camcorder using, what else, video tape.
Seriously, it looked about the same quality as the movie my friends and I made last winter with a personal camcorder. No touchups were done... but it kind of gave it an endearing quality. As well, it made sense within the context of the movie... which I wont explain for it will spoil one of the plot devices.
