You have to keep in mind that this was, what, '78 or so that the franchise started? The camp was waning in the comics, but most comic-precedence suggested an aura of camp for the Superman movies.

Really, comic characters have never been taken very seriously until X-Men. We're now seeing the genre of film catch up to the tones we're all familiar with in the comics of the past 15-20 years. A lot of the problem with the films is that filmmakers simply did not expect for the longest of time that the general public could actually take such a filim seriously. Thus, they loaded it with camp, or at best, kept the characterization superficial and minimal.
