Are you referring to that revival that was done after G.I. JOE was picked up by the animation studio who put out INSPECTOR GADGET? I think we can disregard those. They had different voices, different pacing and the character designs were way flatter than the original Marvel/Sunbow cartoons. Sure, they may've had some whopper animation gaffes, but at least they better approximated the look of the comic.

If you do regard the cheese-ball cartoon from D.I.C. (the logo always featuring some little child's voice going, "Dick!"), then we can assume that Serpentor was mutated into some kind of salamander and then probably tortured to death by the Dreadnoks.
