Hey, filmmakers of any level are cool, but what's going into the "Baltimore" story outside of "an atheist on a mission from God?" Obviously, it's an idea ripe with possibilites and different interpretations...like you said, look at "The Blues Brothers"...and then look at "Dogma": both movies could essentially be stripped down to your description, but both are incredibly different from each other in almost every aspect possible. So what exactly is this "mission?" Does it have to be a road trip? Is it REALLY from God, or is the protaganist just a little nutty? Guy or a girl? Black or white? WHICH God? And hey, if you actually shoot the thing in Baltimore, give a holler if you want a few amateur filmheads from D.C. to come up and lend a hand...
