I don't know about the Target here. I didn't check. Since my local Target is geared toward the college crowd though, I imagine they do sell it.
Actually, being that Bloomington is one of the more predominately liberal, "enlightened" smaller towns in Indiana, I'm surprised that anyone's refusing to sell it. Our Wal-mart generally sells most of the things the others won't due to moral objections.
Hell, I found four different places on my lunch hour that had Drawing Flies on the shelves. And that's pretty unheard of in small towns, especially given that it's an indy....
