before it's release date. The studios set a release date according to video rentals and theatrical releases. They try to get a day when there will not be much action going on. If stores get an item in stock 2 weeks before they are due to be sold, they, in theory, can start selling them. However the studios look down on that. But sometimes they allow, and possibly encourage, some retailers to send out pre-orders or stock the shelves.
