well you should have the teenager get into trouble for smuggling badgers or something because they can be used to make the new drug craze "Badger urine" and the teen is bringing them into the US by training them to act human and dressing them up(badly) and the stupid government can't figure it out. the teen just thinks hes helping the blind.
