The FBI wouldn't necessarily be concerned over non-us citizens. That would be the job of INS. The only way the FBI would throw up a caution flag is if they were tipped off that the guys were affiliated with a group that posed a threat to the nation. But in a country as big as ours, it's pretty easy to pass as a normal citizen, especially if you are disciplined and low-key. Also, we don't know for sure what type of ID's these guys used to get into the U.S. They might have entered under a different name.
