My theory is that whomever did this had no intention fo ever stepping forward. They wanted to hurt us, but they didn't want credit. And with all the various terrorist groups that hate us, they knew there would be a good chance that the U.S. would suspect the wrong one. That is why as a country we have to be very careful that the right people get punished, I for one don't want to see this turn into a witch hunt.
