That's plain silly. Fan art is welcomed concept and never a problem.
Unless its just a rule your teacher made up, there is no outside reason to demand that kind of permission.
hey, you could always fake permission. Just make some letterhead and write a letter yourself. Thats totally honest.

: My art teacher won't let me use these characters without the creator's permission. So since Kevin created the characters, I would only need his permission. If I wanted to make a movie, THEN I believe I would need Miramax and Universal's approval.
