ICQ's one of those instant messaging programs, like AOL IM or MSN Messenger or Yahoo Messenger or whatever the fuck else there is out there. I happen to use ICQ and AOL IM, even though I hold disdain for just about anything containing the letter A, O, and L in that order together in it, 'cause I like to keep in touch with people without running up large evil phone bills.
A word of advice... don't post your ICQ# or AIM name publically. You'll get bugged to no end by random people.
