Really, who says he didn't preform the Jedi Levitation? After seeing just the trailer for Jay and Silent Bob Strikes Back, we see he's actually perfected it. So, with that said, maybe Willam just kicked it at the same time Bob got it to work for the first time. You never know.
And I agree... he's given out some sage-like advice in both Clerks and Chasing Amy. He's not a genius, not by any measure, but he's definitely the smarter of the duo.
