Basically? To get solicted, you have to find either an agent (usually hard) or a producer/production company-type who has some reason to give you and your work a time a day... you know their kid, you drink at the same bar, you saved their wife's life... and then basically they request to look at your script.
Soliciting is all about getting them to ask you for it.
They SAY hitting up fellow college alumni is a good idea... and it was one of the main selling points for my choice of school... but it's mostly a lie. If they didn't know you, chances are, they probably don't give a fuck about you.
