In the scene in question, Mr. Rogers is depicted as being chauffered about in a limosuine, and as being unkind to Jay after Jay delivers a very heartfelt monologue about what Mr. Rogers has meant to him throughout the years. That's vaguely worded enough that you'll still appreciate the scene, if you decide to pick it up.
This may initially sound a bit abhorrent to someone who knows him, but I think the humor of the scene arises from the sheer unreality of the scene, the marked contrast between that and the kind, warm image that Fred Rogers has always projected. We know Fred Rogers could never be like that; that's why the scene's funny. It's like when an action hero comes out dressed in a tutu.
