I Agree London was pretty bad in mallrats, but I don't think it took away from the movie the least bit. It made Lee's performance that much stronger which in turn made the movie better.
Now to answer your question to the best of my knowledge:

I have no idea why the picked him.
But According to what was said at Vulgarthon 2000, Jason Lee was actually up for the role as TS Quint, But the planets aligned [thankfully] and Lee ended up right where he belonged. Brody Bruce.
