Actually if you've read any recent interviews from Kev himself Jay and Silent Bob Strike Back is going to the last New Jersey Chronicles movie
I highly doubt that Kev has a new script and has been shooting the movie while editing Jay and S.B. something just doesn't sound right there.
Also why would a Fletch movie consist of Jay and S.B.?????

: : : Hey gang! I just got dilly on Mr. Smith's next movie. Apparently it stars Brody Lee a newspaper reporter. I've heard that Jay and Silent Bob get busted for marijuana smoking, and Brody bails them out, because Silent Bob (a.k.a. Kevin Smith), because Jay and Silent Bob are the inspiration for his weekly newspaper column. And he owes them money for likeness rights! That's all I've heard so far, but I have heard that Chris Rock will be back, along with Jason Briggs, and Billy Dee Williams! Lando Himself! Which isn't surprising considering how big of a star wars (ooops, sorry Kevin) Star Wars fan Kevin is! I've heard it comes out later this summer! I'll be first in line so you all better not mess with me!
