Yes and no and yes.
If you take that character as being Silent Bob, I guess it does tangentally... but it's never been referenced in any of the other films, so I guess it depends how continuity anal you are.
One fan theory is that... as "Silent Bob" is in the scene, kind of hitting it off with a character played by Joey Adams... wouldn't it be cute if that girl was the "Amy" from the "Chasing Amy" speech...
1.) It was a time Silent Bob hit it off with a girl and Jay wasn't around.
2.) It'd be kinda interesting to have Joey play both Alyssa and "Amy"...
3.) It takes place in Vancouver, giving a second meaning to "Where's she from, Canada? Why don't I remember her?"
Malcolm and Kevin have assured us it's all concidental, it was just a party scene where Kevin was on set and put on the Bob costume for a day... but it's a fun theory... albeit a theory with a lotta holes in it.
And, remember, this is only like... a minute... that Bob's in, if that.
It's mostly a story about hunting Bigfoot and the nature of sanity and cool stuff like that with a lot of cool strange bits to it.
