It's a cut scene from Superman IV. Lex Luthor originally created Nuclear Man in his lab with the strand of Superman's hair. This dude followed Clark & Lacy to the Metro Club. After Superman dispatches of this Bizarro dude, Luthor makes the plan to hide Superman's hair in a missle which Superman throws into the sun to create the 2nd Nuclear Man, Mark Pillow. Notice the bad editing of the film when Nuclear Man says "Where is Woman!" and Superman knows who he is talking about for some odd reason.
