It's a Greco-Roman term for the people of Sub-Saharan Africa (known as "Nubia"). The north African, lighter-skinned people were all generally known as Egyptians, and the darker peoples to the south as Nubians.
In the 60's and 70's the Black Power movement started picking up on this term for any black person; it refers to the rich history and culture of the African continent and its descendents. Basically in this context it means a beautiful and proud black, black man.
